Intelligence Platform for Congressional Offices · Patent Pending
Real-time district intelligence, AI-drafted constituent communications, and franking-compliant outreach — built from the ground up for how the Hill actually works.
One Constituent · One Contact · One Vote
Weekly or monthly recap newsletters. Mass emails shotgunned to ill-defined audiences. And no feedback on whether they landed.
Lists from generalized issues. Untapped constituents. Unknown opportunities for audience growth. Spaghetti at the wall that sometimes sticks.
Cosponsoring a popular bill. A district football championship. The annual fall festival. Construction featuring federal funding you secured. Who's catching all of this and communicating it?
Your office sends communications but never learns what landed. No measurement. No refinement. Every send starts from scratch instead of building on the last one.
Always in control
The Problem
Your office is spending its time responding to mail that's already arrived. Groundswell flips that equation.
Most congressional offices operate the same way: constituents write in, staff triage, the Member responds. The volume is crushing, the issues aren't always the ones that matter most to the district, and the office is always a step behind.
Groundswell monitors your district 24 hours a day — local news, federal agency activity, congressional signals, Floor speeches, and Member communications — and surfaces opportunities before your constituents pick up the pen. You choose when to reach out, on what issue, to whom, and in the Member's voice.
Proactive Intelligence Engine · Patent Pending
Groundswell's proprietary Proactive Intelligence Engine (PIE) monitors live news sources around the clock — local papers, federal agencies, Capitol Hill news, Floor speeches, press releases, and congressional activity via the Congressional Record and Member websites — and scores every story for relevance to your district using a weighted keyword engine calibrated to your Member's issue areas and geography.
When a story crosses the action threshold, it surfaces as a communication opportunity — here's the story, here's how many of your constituents care about it, and here's a suggested angle. Staff reviews every alert and decides what to do next. Nothing goes out without your team's direction.
The Foundation
Built for a congressional office's full communications lifecycle — from intelligence to outreach to compliance to analytics.
Every news story, Floor speech, and congressional action scored for district relevance. PIE surfaces communication opportunities when they matter — with constituent impact counts already attached, so staff can act with confidence.
A verified constituent database with issue alignment built in — every record tagged by the issues they care about, their engagement history, and their Subscriber List status. Know your district the way no office has before.
Groundswell gives staff a strong, Franking-compliant starting point — in the Member's voice, pre-populated from any district signal. Staff refines, approves, and sends. Every communication reflects your office's judgment.
499s tracking, Subscriber List management, and the Franking Manual built into the architecture — flagging issues for staff so every communication goes out in full compliance with relevant rules and regulations.
Groundswell learns from every communication, constituent response, and district signal — continuously refining its relevance scoring, draft quality, and outreach recommendations. The platform gets smarter with every interaction, in ways no static tool can match.

AnalyticsBuilt for the Hill
Every other tool you've looked at was built for campaigns. Groundswell was built for official office communications — with the Franking rules woven into the platform from day one.
Groundswell tracks your 499s franking limit in real time — per batch and cumulative — so your staff never has to manage a spreadsheet to stay compliant. Every unsolicited send is counted automatically.
Under the House Advisory Opinion on the Franking Law, email sent to opted-in constituents is exempt from piece limits. Groundswell manages your Subscriber List separately — and every communication is an opportunity to grow it.
The Franking Manual is built into Groundswell's architecture — flagging potential issues for staff review and ensuring every communication goes out in full compliance with relevant rules and regulations.
Pricing
One flat monthly fee covers the full platform — no separate API keys, service contracts, or vendor relationships. Pricing is shared during your demo so we can tailor it to your office's needs.

Michael T. Lowry
CEO & Founder, Groundswell / Capitol Trends
Michael Lowry has spent 30 years on every side of the constituent communications equation. On the Hill, he served as Communications Director, twice as Chief of Staff — including to the most senior Republican on the House Appropriations Committee — and as Legislative Director in the offices of Congresswoman Ann Wagner and House Majority Leader Eric Cantor.
He ran Congressional campaigns including the winning race for the Majority Leader in 2010, spent five years as Deputy Chief of Staff at the American Trucking Associations mobilizing the same grassroots contacts that congressional offices struggle to manage, and founded Backstop Strategies, a D.C. lobbying and government affairs firm with active relationships across both parties.
"Groundswell is not built by a technologist who researched the problem from the outside. It is built by someone who lived it — on the Hill, on the campaign trail, and in the offices of the associations that send the mail."
He built Groundswell because he spent three decades wishing it existed.
